The role of public and private investment in creating an equitable and green recovery in Europe

Europe is suffering from too low growth and too high unemployment. This paper argues that low investment in both social and physical infrastructure is one of the root causes of the economic stagnation in Europe and of the worsening conditions of both women and men in the labour market.

The thesis advanced in this paper is that sustainable and sustained economic recovery in Europe can only be investment drive. A significant and well-designed pan-European investment financing plan to support both physical infrastructure such as energy, transport and telecommunication and in social infrastructure, as well services providing care, health, education and training.
