France and Europe are facing terrorist attacks of unprecedented scale and violence: other countries, elsewhere in the world, are also affected.

We have to face up to the threat. French and European people are worried and asking questions. Democracy is being targeted. Democracy must respond. The most important thing is at stake: our fundamental values and our life as a community.

The Jean- Jaurès Foundation, Terra Nova and the Foundation for European Progressive Studies want to reflect on this crucial issue with the President of the French Republic, François Hollande.

INTRODUCTION by Gilles Finchelstein, Thierry Pech and Ernst Stetter
