Since 2023, the Progressive Migration Group has worked consistently to promote progressive and rights-based approaches to migration cooperation, in general, and labour migration policies, in particular. Through its work, the PMG has advocated for expanding legal pathways through agreements that are not contingent on border control and return cooperation, but instead grounded in development cooperation and anchored in human rights–centered approaches.  

In 2026, the PMG is set to convene in Addis Ababa, Ethiopia, on 21–22 May to further refine recommendations that advance progressive approaches to labour migration cooperation. The consultations will begin with progressive perspectives on the next cycle of the Multiannual Financial Framework (MFF) and reflections on the outcomes of the upcoming International Migration Review Forum (IMRF).

Building on this, the group will examine legal pathways and labour migration by reflecting on existing bilateral labour migration agreements between European and African countries, promoting continental standards for the design of future BLAs, and exploring the tensions between Europe’s migration priorities and Africa’s continental integration and free movement ambitions
