Despite the consistent inequalities in access to housing across the EU and the striking consequences that all kind of housing-pathologies have in everyday lives of its citizens, the EU has no direct competence to legislate in housing matters. However, there are areas in which the EU can legislate such as state aid law, fiscal law, consumers and competition law which have a direct impact into housing. Other areas with impact into housing are energy, employment, social exclusion and migration policies.

This seminar is co-organised by FEPS, Brivibas, Fundacion Pablo Iglesias, Masarykova Demokraticka Akademie and FES baltic.


Experts and policy-makers will discuss the forthcoming publication Social and affordable housing, by Sergio Nasarre, Milan Ftacnik, Nuria Lambea Llop and Liga Rasnaca to work towards concrete policy recommendations to improve access to affordable and social housing in the EU.

The first part of the seminar is dedicated to the presentation of the research’s progress. During the second panel, participants will discuss a preliminary set of progressive actionable points to be considered, from a Regional to a European level, to enhance access to a decent, inclusive and sustainable place to live.
