Graduated in History at the University of Évora (Portugal), Luis also holds Master’s Degrees in International Studies (ISCTE-IUL, Portugal), Political Sciences (ULB, Belgium) and Digital Humanities (KU Leuven, Belgium). His area of study has always been European electoral systems and the rise of populism. At the same time, he developed an interest in the world of academic debating and public eloquence.

Before joining FEPS and completing his studies in Leuven, Luis already worked in Brussels supporting the implementation of EU-funded projects in the areas of product safety and energy efficiency.
