At present, there are two main sources of insecurity in the Indian Ocean. The first one relates to instability in several of the hinterland and littoral states of the Indian Ocean. Many of these suffer from unstable political conditions, which in turn has given rise to non-conventional security challenges such as illicit trade, piracy, human and drug trafficking, and maritime terrorism. The second source of insecurity relates to the rise of new naval powers in the Indian Ocean– for example China–, essentially leading to a new theatre of great power rivalry.
