What if the European crisis was first and foremost a crisis of perspective, the result of a specific perspective? The economicist perspective, which perceives, and thus somehow shapes, the reality of Europe through the sub-optimal achievement of the euro zone and the incompleteness of Economic and Monetary Union. The leitmotif, the ultimate objective, of all reforms will then be “stability”. And not democracy. But by overturning economics through politics, by taking as a starting point the democratic question, and not the question of sovereignty, the European crisis can be seen in a different light: a crisis of public power. And the answer to be given will change focus: neither a leap towards federalism nor an exit from the EU, but a European political budget. It will also change its interpretation: a budget as the constitutive dimension of Europe as a genuinely public authority, the flesh and bones of democracy, and just not as an instrument for macroeconomic stabilisation. The overall vision that would emerge from this re-foundation of Europe would be a double democracy.

Et si la crise européenne était d’abord une crise du regard, le fait d’un certain regard ? Le regard économiciste qui appréhende, et donc quelque part façonne, la réalité européenne au travers de la sous-optimalité de la zone euro, de l’incomplétude de l’Union économique et monétaire. Le maître mot, l’objectif de toutes les réformes sera “stabilité”. Et non démocratie. Mais en renversant l’économique par le politique, en prenant comme point de départ la question démocratique, et non la question de la souveraineté, la crise européenne apparaît autre : une crise de la puissance publique. Et la réponse à apporter sera différente dans son objet : ni saut fédéral, ni sortie de l’UE, mais budget politique européen. Elle le sera également dans sa compréhension : un budget comme dimension constitutive d’une puissance publique européenne, chair de la démocratie, et non comme instrument de stabilisation macroéconomique. L’ensemble qui se dégagerait de ce nouvel acte fondateur européen serait une double démocratie.
