The housing crisis remains one of Luxembourg’s most urgent challenges. Rising rents and property prices continue to place a heavy burden on low-income households, increasingly even pushing them out of the country. On top of this, the country’s landownership structure is highly unequal, marked by concentrated ownership of residential land, low property taxation, and limited public intervention. With social cohesion at risk, the need for more public social housing and affordable homes on the rental market has never been greater.

Across the European Union, housing affordability has risen to the top of the political agenda. However, the success of the adopted EU Affordable Housing Plan will largely rely on innovative ideas to expand housing supply, mobilise investment, balance immediate needs with structural reforms, and support the most vulnerable.

To learn from the local dynamics in cities and countries where unaffordability is most visible, FEPS, together with the Robert Krieps Foundation, will organise an expert exchange at the Luxembourg Institute of Socio-Economic Research (LISER) on 20 May 2026 between 12:00 and 15:00. The event will bring together social geographers, urban planners, politicians, and civil society representatives to examine what Luxembourg’s experience can teach us about the relationship between land ownership, housing production, and inequality. How do local and national dynamics shape housing affordability, and what lessons can feed into the broader European debate?

This event is part of FEPS’ “Housing in Practice” series, a collaboration with FEPS members and progressive local and regional leaders, which offers a platform for housing actors on the ground, such as urban planners, architects, community land-trusts, and civil society, to engage and test their ideas with policymakers and experts.
