This closed session brought together FFPPVC members for a strategic discussion on the future of Feminist Foreign Policy within the upcoming EU Budget framework (Multiannual Financial Framework (MFF) 2028–2034) and inclusion in justice, peace and security. With the European Commission’s draft proposal of the MFF on the table, the meeting explored implications for the Global Europe portfolio, international cooperation, and feminist funding priorities. Further, we explored how to move from symbolic representation to genuine, influential feminist participation in justice, peace and security processes, drawing on evidence-based approaches and practitioner-led insights.

Ann Linde, FFPPVC Co-Chair, Former Minister for Foreign Affairs of Sweden and Special Advisor on Foreign Affairs at FEPS, kicked off the meeting with her opening remarks, including a recap of the fourth Ministerial Conference on feminist foreign policy on 22-23 October 2025 in Paris. Then, members received insights on the current budget negotiations from Marie Tempesta, Advocacy Advisor at IPPF Europe and FFPPVC member, Aline Burni, Research Fellow Gender and Foreign Policy at ODI Europe and FFPPVC member, before engaging in a collective dialogue facilitated by Agnes Mach, Policy Officer on Gender Justice, FES EU Office.

The discussion featured breakout sessions on:

  • Inclusion Beyond Tokenism in Justice, Peace and Security — led by Ottilia Anna Maunganidze, Special Project Officer at the Institute for Security Studies (ISS)
  • A Global Majority-led alternative Feminist Foreign Policy-focused organisation, namely VOCAL. VOCAL focuses on decolonising Feminist Foreign Policy, highlighting that it is a global issue – input by FFPPVC member Kavita Nandini Ramdas, Founder and Principal, KNR Sisters Consulting and Senior Strategic Advisor, International Planned Parenthood Federation

The session concluded with a recap of insights and key takeaways, led by Machris Cabreros, FFPPVC Co-Chair, Global Coordinator at Progressive Alliance 

Since its launch in October 2023, the FFPPVC has served as a platform for progressive-minded academics, policymakers, and civil society representatives to exchange perspectives and influence policy developments on feminist foreign policy.
