From the spectacular renaissance of geopolitics and great power antagonism, the persistence of exacerbating human tragedies in the Middle East and elsewhere, the profound alteration of behavioural patterns of regional cooperation and enmity, the rise in illiberalism, extremism, and nationalism, the European Union (EU) is now facing a security environment of considerable complexity and cascading risks.
