How do the NRRPs fare?

The Recovery and Resilience Facility (RRF) was created to mitigate the economic and social impact of the coronavirus pandemic and make European economies and societies more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions. 

This policy study poses the question of the Facility’s contribution to achieving one of these goals: preparing member states for the digital transformation by maximising its benefits, minimizing its costs, and distributing both benefits and costs equitably. Manos Matsaganis, Georgios Manalis and Avilia Zavarella focus on six member states: Germany, Greece, France, Italy, Portugal, and Slovakia, which started from a widely different baseline, while their performance was not consistent across policy areas.

This policy study is part of the Recovery Watch series of publications. The Recovery Watch is a research that monitors the Recovery and Resilience Facility and assesses its social impact in different countries.

Led by FEPS, Friedrich-Ebert-Stiftung (FES) and the Institut Emile Vandervelde (IEV), in collaboration with several first-rate research organisations.
