The EU seems to have shifted its economic and social agenda to increasingly mirror a US-style competitiveness agenda, cherry-picking recommendations from the Draghi Report. However, with a fifth of the EU population at risk of poverty or exclusion, including millions of children, precarious working conditions in the face of the green and digital transition, demographic change and economic austerity measures across Member States, a new European Economic Socialisation Agenda is needed. Five years after the Porto Social Summit and the adoption of the Action Plan for the European Pillar of Social Rights (EPSR), it istime to revive the spirit of Porto. 

The current geopolitical landscape has shifted the attention towards defence spending and militarisation. This is often done at the expense of social investment, while wars and conflicts across the globe have direct consequences on the cost of living for millions of people. The defence of the land shall not overtake the need to protect citizens with strong welfare states.    

While the European Commission is expected to present important initiatives such as the Quality Jobs Act, the Anti-Poverty Strategy or the Fair Labour Mobility Package, there is a need to further reinforce the social dimension of European policies and to adopt a new roadmap for “Porto 2.0”, looking at where the Action Plan for the EPSR fell short and how Europe can define new economic and social policy objectives and tools.  

Therefore, FEPS, in collaboration with the Friedrich-Ebert-Stiftung Portugal, the Fundação Res PublicaSOLIDAR, the Johannes Mihkelson Centre and Proforum,  organises a high-level conference in Porto. Following an afternoon of expert meetings the day before, the public conference takes place on Friday, 19 June 2026 at the Crowne Plaza Porto and will feature high-level and expert keynote speeches and future-oriented panel discussions on topics such as the implementation of the EPSR and the definition of European sovereignty with a strong social dimension.

A Europa Social é o nosso objetivo

A UE parece ter alterado a sua agenda económica e social para refletir cada vez mais uma lógica de competitividade ao estilo norte-americano, selecionando apenas algumas recomendações do Relatório Draghi. No entanto, com um quinto da população da UE em risco de pobreza ou exclusão social — incluindo milhões de crianças —, condições de trabalho precárias perante as transições ecológica e digital, alterações demográficas e medidas de austeridade económica em vários Estados-Membros, torna-se necessária uma nova Agenda Europeia de Coesão Económica e Social. Cinco anos após a Cimeira Social do Porto e a adoção do Plano de Ação do Pilar Europeu dos Direitos Sociais (PEDS), é tempo de recuperar o espírito do Porto.

O atual contexto geopolítico desviou a atenção para o aumento da despesa com a defesa e para a militarização. Muitas vezes, isso acontece à custa do investimento social, enquanto as guerras e os conflitos em todo o mundo têm consequências diretas no custo de vida de milhões de pessoas. A defesa do território não pode sobrepor-se à necessidade de proteger os cidadãos através de Estados sociais fortes.

Embora se espere que a Comissão Europeia apresente iniciativas importantes, como o Ato para Empregos de Qualidade, a Estratégia Anti-Pobreza ou o Pacote para uma Mobilidade Laboral Justa, é necessário reforçar ainda mais a dimensão social das políticas europeias e adotar um novo roteiro para um “Porto 2.0”, analisando onde o Plano de Ação do PEDS ficou aquém e de que forma a Europa pode definir novos objetivos e instrumentos de política económica e social.

Assim, a FEPS, em colaboração com a Friedrich-Ebert-Stiftung Portugal, a Fundação Res Publica, a SOLIDAR, o Johannes Mihkelson Centre e o Proforum, organiza uma conferência de alto nível no Porto. Após uma tarde de reuniões de especialistas no dia anterior, a conferência pública terá lugar na sexta-feira, 19 de junho de 2026, no Crowne Plaza Porto, e contará com intervenções de alto nível e debates orientados para o futuro sobre temas como a implementação do PEDS e a definição da soberania europeia com uma forte dimensão social.
